The assessment reveals that Hamas has been actively developing operational capabilities outside its traditional strongholds in Israel and Gaza. Intelligence experts note that the group’s ambition to conduct attacks in Europe has been fueled by recent setbacks in Gaza, including the loss of key leadership figures. As the report states, “The organisation’s leadership now appears more willing to accept the strategic risks of external operations.”
Authorities emphasize that Hamas’s reach into Europe has been facilitated by an intricate web of connections with charities, non-governmental organizations, and organized crime. European intelligence has uncovered early-stage plots, weapons caches, and logistics networks supporting these operations. The report indicates that between 2019 and 2025, Hamas undertook extensive preparations for potential global operations, embedding operatives across Europe and establishing covert weapons caches.
Currently, the UK’s terror threat level is assessed as “substantial” according to MI5 and the Joint Terrorism Analysis Centre. The report warns of increased attempts at external operations, especially targeting Israeli diplomatic missions, businesses linked to Israel, and Jewish religious sites. Colonel Richard Kemp, a former UK government terrorism adviser, stated, “Europe would be a place to expect attacks of this sort, and the threat is apparently quite real as Hamas tries to assert its influence.”

Reports indicate that Hamas may see a need to continue its attacks outside Gaza, with potential arms caches located throughout the continent.
