Federal Prosecutor Jennifer Puhl Named 2025 Area Person of the Year

UPDATE: Federal prosecutor Jennifer Puhl has been named The Forum’s 2025 Area Person of the Year for her groundbreaking work in securing justice against former North Dakota state senator Ray Holmberg in an international child sex abuse case. This recognition spotlights her relentless commitment to protecting victims and fighting against child exploitation.

Puhl emphasized that the real heroes are the victims who bravely came forward with their testimonies. Without their courage, she stated, securing an indictment would not have been possible. “The credit needs to go to the victims because they’re the ones that have the strength and the courage to come forward,” she said.

Over her two-decade career at the North Dakota U.S. Attorney’s Office, Puhl has focused on prosecuting child sex abuse cases, particularly those linked to the internet. Her efforts have led to a significant rise in cases, with North Dakota projected to receive approximately 2,300 tips regarding child sex abuse material by the end of the year, a massive increase from around 100 tips when she started her work.

Puhl’s leadership was instrumental in the complex investigation that ultimately led to Holmberg’s indictment in October 2023. The investigation required approval from both the U.S. State and Justice Departments due to its international dimensions, as Holmberg allegedly traveled to Prague multiple times between 2011 and 2016 with the intent to exploit children.

Holmberg was sentenced to 10 years in a federal prison in March 2025 after pleading guilty. Puhl’s persistent efforts in building the case against him were praised by North Dakota U.S. Attorney Nick Chase, who stated that the case would not have progressed without her “determined and dogged” approach.

The emotional impact of her work is profound. Puhl expressed her gratitude for her role in achieving justice for victims who have waited years for their voices to be heard. “I still have to pinch myself,” she remarked about her career, underscoring the rewarding nature of her work despite its heavy emotional toll.

Puhl’s career path was not straightforward; she initially worked in her father’s plumbing business before realizing her passion for law. After graduating from the University of North Dakota School of Law, she was hired by then-U.S. Attorney Drew Wrigley in 2002, who praised her integrity and tenacity.

The investigation into Holmberg revealed a disturbing pattern of exploitation, as he allegedly groomed young men for sexual favors, using his political influence to manipulate vulnerable individuals. Puhl’s work has been characterized as groundbreaking, with Holmberg being the first individual in North Dakota’s federal court history to face charges for international child exploitation.

As the number of internet-related child sex abuse cases continues to rise, Puhl remains at the forefront of this critical fight. She coordinates several initiatives, including Project Safe Childhood, aimed at preventing child exploitation.

In a recent statement, Puhl highlighted the evolving nature of these crimes: “The content has become more violent and the victims younger,” showcasing the urgent need for continued vigilance and action.

With her recent accolades and significant legal victories, Puhl stands as a beacon of hope for victims and a formidable force against child predators in North Dakota and beyond. As she continues her work, the community watches closely, recognizing the profound impact she has made in the fight for justice.

As 2025 unfolds, Puhl’s ongoing efforts will undoubtedly influence discussions around child protection and law enforcement strategies across the nation. The fight against child exploitation is far from over, and with dedicated individuals like Puhl leading the charge, there is hope for a brighter future.

Stay tuned for more updates on this evolving story as Puhl and her team continue their vital work in the community.
