Von der Leyen Advocates European Independence at World Economic Forum

During her address at the World Economic Forum on January 17, 2024, Ursula von der Leyen, President of the European Commission, articulated her vision for a more independent European Union in response to recent tariff threats from former U.S. President Donald Trump. Emphasizing the theme of “A Spirit of Dialogue,” von der Leyen highlighted the need for Europe to adapt to shifting global dynamics while advocating for cooperation over conflict.

Response to Tariff Threats

Von der Leyen firmly addressed Trump’s proposed tariffs, stating that if implemented, the EU would respond with an “unflinching, united, and proportional” reaction. Despite her strong stance, she underscored the importance of maintaining partnerships with allies. “Arctic security can only be achieved together. This is why the proposed additional tariffs are a mistake, especially between long-standing allies,” she said. She reiterated the significance of the trade deal agreed upon in July 2023, asserting, “When friends shake hands, it must mean something.”

Highlighting the potential dangers of retaliatory measures, von der Leyen remarked, “Plunging us into a dangerous downward spiral would only aid the very adversaries we are both so committed to keeping out of our strategic landscape.”

Vision for European Independence

In her speech, von der Leyen reflected on the evolution of global geopolitics since the first World Economic Forum in 1971, emphasizing the enduring need for dialogue. She noted the disruptive impact of “geopolitical shocks” but suggested they could also serve as opportunities for Europe. “This seismic change we are going through today is an opportunity, in fact, a necessity, to build a new form of European independence,” she stated.

She pointed out that the old order is no longer viable and that Europe must embrace change. “Nostalgia will not bring back the old order… If this change is permanent, then Europe must change permanently too. It is time to seize this opportunity and build a new, independent Europe,” she asserted, highlighting that this transformation is already underway.

Von der Leyen announced a landmark trade agreement with Latin America after 25 years of negotiations, creating the largest free trade zone in the world, encompassing a market worth over 20% of global GDP. “This agreement sends a powerful message to the world, that we’re choosing fair trade over tariffs, partnership over isolation,” she remarked, reinforcing the EU’s commitment to diversifying its economic ties.

Furthermore, von der Leyen outlined her upcoming visit to India, where she aims to finalize what she referred to as “the mother of all deals.” This prospective agreement could connect a market of 2 billion people and account for nearly a quarter of global GDP. “Europe wants to do business with the growth centers of today and the economic powerhouses of this century,” she concluded.
