Two councilmembers from Port Neches, Texas, are vying for the mayoral position left vacant by the passing of Mayor Glenn Johnson last week. Terry Schwertner, the Place 5 Councilmember and current Mayor Pro Tem, and Robert Arnold, the Place 4 Councilmember, have both announced their candidacies for the unexpired term.
Arnold’s decision to run necessitated his resignation from the council; his term was set to conclude in 2027. In contrast, Schwertner is able to retain his council position as his term ends in less than one year and 30 days, in accordance with state law as confirmed by the city secretary.
Special Election and Filing Details
During a special council meeting held on October 22, 2025, members approved the initiation of a special election to fill the mayoral vacancy. Johnson’s term was originally scheduled to end in 2027. To formalize the election process, the council plans to convene again on October 28 to amend the special election ordinance, which will also include the Place 4 unexpired term on the ballot.
Filing for the mayoral seat opens on October 23 and will close on November 3. Concurrently, applications for the Place 4 seat will be accepted starting on October 29 until November 3. Interested candidates can obtain applications at 1005 Merriman St., Port Neches.
