Luzerne County Seeks $448K Grant for River Common Fountain Repairs

UPDATE: Luzerne County has officially launched a bid for a $448,000 state grant aimed at restoring the long-dormant fountain and lighting at the River Common’s Millennium Circle and Northampton Street portals. The urgent request, approved by the county council on October 14, 2023, seeks funding to develop an engineering plan for the much-needed repairs.

The fountain and parts of the site lighting have remained inoperable for years, diminishing the aesthetic and functional appeal of this historic site along the Susquehanna River in Wilkes-Barre. The grant would be sourced from the Statewide Local Share Account, which allocates casino gaming revenue, with no matching funds required from the county.

The River Common, which dates back to 1769, underwent a major renovation that concluded in 2009, costing $24 million. This project introduced two significant portals with sliding flood gates, providing public access to a boat landing and fishing pier for the first time since the dike was constructed after the catastrophic 1936 flood.

The Millennium Circle, nestled between the Market Street Bridge and the Luzerne County Courthouse grounds, has faced operational issues with its fountain since 2010. Initially intended for special occasions, the fountain’s malfunction has led to disappointment among locals and visitors alike. Meanwhile, the Northampton Street portal features a 750-seat amphitheater, serving as a venue for the popular annual Rockin’ the River concerts, which attract crowds exceeding 3,000 attendees.

With the state grant funding, Luzerne County plans to engage professional engineering services to assess, design, and manage construction contracts aimed at revitalizing both the fountain and the lighting fixtures.
