Penn Station Overhaul Accelerates as ‘Train Daddy’ Marks Milestones

UPDATE: Major progress has been announced in the ambitious transformation of Midtown’s Penn Station, led by transit expert Andy Byford and U.S. Department of Transportation officials. During a press event on October 26, 2023, Byford unveiled key milestones aimed at modernizing the aging transit hub into a “world-class” facility, with groundbreaking set for 2027.

The announcement comes amid scrutiny over a three-year delay in the Penn Station Access project, which would enhance transit options for Bronx residents. Byford’s leadership signals a renewed commitment to revitalizing a critical infrastructure project that saw over 12 million passengers last year.

Officials confirmed that the search for a master developer to spearhead the project has officially commenced. This developer will oversee the creation of a single-level passenger concourse, the reorganization of train shed infrastructure, and a modernized facade for the 115-year-old station. Byford, who previously served as NYC transit head from 2018 to 2020, is now a special advisor to Amtrak.

“We are embarking on one of the largest construction projects in U.S. history,” Byford stated. “We want the most skilled partners to ensure its success while minimizing costs for taxpayers.” The federal government will shortlist candidates and seek proposals until spring 2026, with the final decision resting with the Amtrak board.

In a significant move, Secretary Sean Duffy emphasized the urgency of cutting through bureaucratic delays, asserting, “Under President Trump, USDOT is committed to our ambitious timeline.” The $43 million federal grant previously announced in August is a crucial part of this revitalization effort.

The project aims to accommodate anticipated passenger service growth and improve connectivity. More than 1,000 daily train movements occur at Penn Station, which serves as a convergence point for NJ Transit, Amtrak, and the MTA’s Long Island Rail Road.

However, the week has been tumultuous for MTA and Amtrak. High-profile politicians, including Representatives Alexandria Ocasio-Cortez and Ritchie Torres, have pointed fingers at Amtrak regarding the delays affecting Bronx residents’ access to the station via Metro-North. Amtrak has invested approximately $140 million into the project, maintaining its commitment to ensuring effective use of taxpayer funds.

“We can dispute this in arbitration, but we need to focus on getting service started by 2027,” said Janno Lieber, MTA chair and CEO. The pressing need for enhanced transit options has never been clearer, as Bronx residents await faster routes to Midtown.

As the project unfolds, officials will continue to engage with private sector partners and consultants to ensure a successful outcome. With the momentum building, all eyes are on Penn Station as it gears up for a transformative future that promises to reshape the travel experience for millions.
