UPDATE: A historic agreement was just signed between the United States and Paraguay, allowing U.S. military personnel to operate within Paraguayan borders. The Status of Forces Agreement (SOFA) aims to bolster bilateral cooperation against transnational crime and enhance security in the region.
The agreement was finalized in Washington on November 13, 2023, by U.S. Secretary of State Marco Rubio and Paraguayan Foreign Minister Rubén Ramírez Lezcano during an official visit. This significant development marks a new chapter in U.S.-Paraguay relations, emphasizing collaboration on issues such as drug trafficking and humanitarian assistance.
Rubio stated, “This agreement opens new doors for our collective efforts to advance security and stability in our hemisphere.” He highlighted Paraguay’s emerging role as a regional leader and the U.S. commitment to a coordinated approach to addressing security threats.
The SOFA establishes a framework for U.S. military presence, outlining joint training, disaster response, and intelligence sharing. Rubio emphasized that this partnership is not solely focused on security, stating, “We want to extend and expand our cooperation on the economic front,” recognizing Paraguay’s potential for growth and prosperity.
Lezcano echoed these sentiments, affirming Paraguay’s dedication to fighting terrorism and transnational crime. “Freedom is one of the most important steps in which we are working… fighting against terrorism allows our people to have a better life,” he remarked.
The Paraguayan Foreign Ministry revealed that discussions included enhancing radar capabilities to secure national airspace and other strategic security initiatives. This agreement not only strengthens military ties but also reinforces the longstanding diplomatic relations between the two nations, which date back over 160 years.
As the agreement takes effect, the focus will shift to implementing its provisions and fostering deeper collaboration. Both nations are poised to confront significant challenges, particularly from transnational terrorist organizations threatening regional stability.
The signing comes at a pivotal time, with security dynamics in South America rapidly evolving. The U.S. and Paraguay are committed to enhancing their partnership to ensure a safe and prosperous future for both countries.
